The threshold to enter the Mazhilis has also been reduced to 5 percent, with a 30 percent quota in place for women, young people and those with special needs. These numbers go beyond the party lists, but also for the distribution of mandates, to ensure wider representation in parliament of all groups in Kazakhstan.Observers from the Organization...

The exchange was a rare bout of public disagreement between the two close allies and signals building friction between Israel and the U.S. over Netanyahu’s judicial changes, which he postponed after massive protests. Asked by reporters late Tuesday what he hopes the premier does with the legislation, Biden replied, “I hope he walks away from it.” The president added that Netanyahu’s government “cannot continue down this road” and urged compromise on the plan roiling Israel. The president also stepped around U.S. Ambassador Thomas Nides’ suggestion that Netanyahu would soon be invited to the White House, saying, “No, not in the near term.”Netanyahu replied that Israel is sovereign and “makes its decisions by the will...

Noah Gregor, Kevin Labanc and Martin Kaut scored for the struggling Sharks, who had dropped 14 of 15.The only victory in that stretch also came against the Jets, a 3-2 win at Winnipeg in overtime March 6.“It’s as solid of a win as we’ve had in a while, and we haven’t had a win in a while. So it was a good win,” San Jose coach David Quinn said. “Obviously, Reims played great. But they were opportunistic, and it was a gutty performance in a lot of ways against a team that’s fighting ...

But during all this year, more than one year, I didn’t have [contact],” Zelenskyy said.In spite of being a key ally to Russia, Xi has sought to position Beijing as a peace broker between Moscow and Kyiv in recent months — spurring criticism from EU and NATO officials, who raised doubts over China’s capacity to act as a neutral intermediary.Yet, Zelenskyy has recently signaled his openness to Chinese-led peace talks, using Beijing’s 12-point peace plan as a basis.“I think some of the Chinese proposals respect...

Why Europe needs a bold vision in the fight against cancer

Fewer than 10 percent of the global population lives in Europe, but it has a quarter of all cancer cases in the world. The overall economic impact of cancer in the region is estimated at €100bn each year, meaning this disease not only takes lives but has significant consequences for economies and societies.Optimal treatment solutions are hard to come by, not least because the process of developing cancer medicines is a marathon, not a sprint, and one that demands time, resources and persistence from large teams of experts.Drug development really needs persistence, from the initial idea of a new drug and the new target until clinical trials, and then eventually — hopefully — the launch of a new medication.”Explains Franziska Siegel, Research Scientist in Oncology at Bayer Pharmaceuticals“There are often 30, 40, even 50 people working on cancer treatments over a really long period,” says Franziska Siegel, research scientist in oncology at Bayer Pharmaceuticals. But “the failure rate is...
